For a physical-goods PayPal order, proof of shipment should connect the exact transaction to a carrier acceptance record, shipment date, verifiable tracking number and destination that matches the address shown in PayPal's Transaction Details. Proof of delivery adds the carrier's delivered status, delivery date and matching destination evidence. A label you created but never handed to the carrier proves neither event.
This operational guide is for small merchants shipping physical products. Its original asset is a transaction-to-carrier evidence ledger and a stop/go check completed before the parcel leaves custody.
Check the Transaction Before Packing
Open PayPal Transaction Details from a trusted session; do not rely on a buyer's screenshot or forwarded email. Record the transaction ID, amount, currency, payment status, Seller Protection eligibility wording and shipping address displayed there.
PayPal's current UK Seller Protection terms require physical-goods evidence from a shipping company and distinguish proof of shipment from proof of delivery. Policies, thresholds, exclusions and dispute routes vary by market and can change, so use the legal terms for the seller account's country on the shipment date.
Stop fulfillment when the payment is pending, the order asks you to ship to a different address, the product is excluded, or the transaction is not marked as expected. Do not “fix” an address inside a shipping label while leaving a different address on the PayPal transaction. Refund and ask the buyer to place a correct new order when that is the supported route.

Save the order invoice, item description and pick record beside the carrier evidence. They show what should have been shipped; the carrier record shows movement. Neither replaces the other.
Use the Pre-Dispatch Stop/Go Check
Before handoff, a second person or deliberate second pass should confirm:
- PayPal shows the expected completed payment and current eligibility information.
- The packed item and quantity match the order.
- The carrier destination matches PayPal Transaction Details.

Seller Protection is conditional, not insurance against every loss. PayPal's help material identifies claim types and exclusions, and some card-issuer disputes or “significantly not as described” complaints may fall outside particular protection. Never promise that tracking guarantees a favorable decision.
Handle Split Shipments and Address Changes
For two parcels, keep two tracking numbers and map each parcel to its SKUs. Do not overwrite the first number when the second ships. If a buyer requests an address change after payment, pause and use the provider-supported correction or refund/reorder route; a friendly message is not a substitute for the transaction address requirement.
For local pickup, same-day courier or hand delivery, check the exact PayPal policy before accepting the order.
