For a Netherlands PayPal Business account, PayPal's published standard rate for “all other commercial transactions” is 3.40% plus a fixed fee. For euro payments, the fixed fee is €0.35. Eligible card transactions from a user paying without a PayPal account are listed at 1.80% plus the fixed fee.

Those rates were checked against PayPal's Dutch business fee schedule updated 15 July 2026. They are not universal: product, account country, buyer location, currency conversion, micropayment status and negotiated pricing can change the result. Use this article as a transparent planning model, then verify the live Dutch PayPal fee table.

Dutch PayPal Business Fees at a Glance

Transaction described by PayPalPublished Netherlands rate
Standard “all other” commercial transaction3.40% + fixed fee
Eligible card payment without a PayPal account1.80% + fixed fee
Fixed fee when payment currency is EUR€0.35
EEA international commercial surchargeNo additional percentage listed
UK international commercial surcharge+1.29 percentage points
All other international markets+1.99 percentage points

PayPal defines a domestic transaction for this table to include cases where both sender and receiver are registered or identified in the European Economic Area. That is why an EEA buyer does not automatically produce the international surcharge shown for the UK or other markets.

Worked Examples for Standard Domestic Payments

The planning formula is:

PayPal fee = sale price × 3.40% + €0.35
Customer paysEstimated PayPal feeSeller receives before other costs
€10.00€0.69€9.31
€50.00€2.05€47.95
€100.00€3.75€96.25
€500.00€17.35€482.65

These are arithmetic examples rounded to cents, not quotes from PayPal and not a guarantee of the fee your transaction receives. Tax, refunds, disputes and currency conversion are outside the table.

For an eligible card transaction at the published 1.80% + €0.35 rate, the corresponding estimates are €0.53 on €10, €1.25 on €50, €2.15 on €100 and €9.35 on €500. Do not assume every card-funded PayPal transaction qualifies for that product category; reconcile the transaction report after launch.

What Happens With International Buyers?

For the standard 3.40% transaction category, add the published international percentage when it applies. A UK payment would therefore model at 4.69% + €0.35; a payment from an “all other markets” country would model at 5.39% + €0.35.

Customer paysUK modelOther international model
€10.00€0.82€0.89
€50.00€2.70€3.05
€100.00€5.04€5.74
€500.00€23.80€27.30

This assumes the transaction stays in euros. Currency conversion can add a separate cost or change the effective exchange rate. Decide whether to price in the buyer's currency, accept conversion or maintain multiple balances before you advertise internationally.

Calculate the Price Needed to Keep a Target Amount

Adding 3.40% to your target is not enough because the percentage is charged on the higher customer price. To keep a target amount before tax and other platform costs, use:

Customer price = (target net + fixed fee) ÷ (1 − percentage rate)

To retain €100 after a 3.40% + €0.35 PayPal fee, the model gives (€100 + €0.35) ÷ 0.966 = €103.88. The estimated fee is €3.88, leaving €100.00.

Use the PayPal fee calculator to test another amount, then check the actual fee category shown in your PayPal transaction export.

Add Every Cost Layer—Only Once

Online sellers often mix four different costs:

  1. Payment processing: PayPal's percentage and fixed fee.
  2. Selling platform: a marketplace commission or hosted commerce platform fee.
  3. Currency conversion: relevant when payment and settlement currencies differ.
  4. Business costs: VAT or sales tax, refunds, disputes, delivery and support.

PayRequest includes every standard feature on the Free plan and charges 2% per successful payment, capped at €25 per transaction, on top of the connected provider's processing fee. On a €100 successful PayPal sale using the 3.40% + €0.35 domestic model, the planning total is €3.75 PayPal processing plus €2.00 PayRequest: €5.75 before tax and other business costs.

The PayRequest cap begins at a €1,250 transaction: 2% would otherwise exceed €25. Confirm current PayRequest pricing and PayPal's live schedule when you review margins.

Choose a Payment Route From the Margin

PayPal can improve conversion for buyers who recognize and trust its wallet. That does not make it the lowest-cost method for every order. Give the buyer a suitable choice instead of forcing one processor across every sale.

SalePractical payment strategy
Low-value consumer purchaseTest wallet and card conversion; the fixed fee has more impact
International digital saleShow currency clearly and account for cross-border and conversion costs
High-value Dutch or EEA invoiceConsider offering bank transfer or another lower-cost local method alongside PayPal
Trust-sensitive first purchasePayPal may justify a higher processing cost if it lifts completed checkout

A PayRequest payment page can present supported providers from one branded flow. The purpose is not to hide fees; it is to let the seller match payment choice to buyer preference and order economics.

Monthly Reconciliation Checklist

  • Export transaction gross amount, fee, currency and net amount.
  • Separate domestic, UK and other international sales.
  • Record currency conversion independently from processing.
  • Compare refunds and disputes with the original sale record.
  • Match PayPal fees and PayRequest fees to the same successful payment.
  • Calculate effective cost as total payment costs divided by gross processed sales.
  • Review products whose fixed fee consumes too much margin.
  • Recheck official fee pages after pricing or contract changes.

The best fee forecast names its assumptions. State the account country, transaction type, buyer region, currency and every additional platform layer. That makes the model useful even when PayPal later changes a rate.
