Choose Blesta, HostBill or Upmind when your WHMCS replacement must also manage hosting provisioning. Consider PayRequest Business when you mainly need recurring client billing, invoices and a customer portal, and can keep the hosting lifecycle elsewhere. Choose FOSSBilling only if its current modules and your maintenance capacity meet your open-source requirements.
For a web agency collecting maintenance retainers, these are different buying decisions. A €49 monthly care plan does not automatically require domain registration or server suspension. For a hosting reseller, those same functions may be essential. First decide what must happen after payment; then compare prices.
Eliminate unsuitable systems before comparing prices
Use this procurement sheet before requesting demos. A missing mandatory function rules a product out; a cheap license cannot compensate for an unowned domain renewal. Mark each cell demonstrated, needs work, or not required. Do not assign a vendor a numerical score based on its marketing page.
| Your mandatory outcome | What to ask the shortlisted vendor to show | Buying consequence |
|---|---|---|
| A paid hosting order creates the correct service | Your panel, package and account mapping, then suspension and restoration | Choose a hosting-automation product if this cannot remain elsewhere |
| A recurring client service is collected once | One authorized renewal, invoice and failed-payment outcome | Hosted billing may fit when provisioning is not part of the sale |
| A domain stays registered | The actual registrar, renewal trigger and expiry handling | Keep an explicit registrar workflow; invoice payment is not domain renewal |
| Staff no longer maintain a billing server | Deployment, backup, updates and module restrictions in the offered plan | Compare managed WHMCS and managed alternatives, not just self-hosted licenses |
Send every vendor the same one-page description: client count now and in a year; three highest-revenue services; panels and registrars; payment-provider accounts; custom modules; and the functions you can retire. This makes offers comparable without assuming identical feature counts mean identical outcomes. WHMCS, Blesta and HostBill describe hosting automation; Upmind describes a managed alternative. Their descriptions define a shortlist, not a passed demonstration.
Check whether switching pays back within your planning horizon
Use net avoidable monthly cost, not the old license price. This separate hypothetical worksheet assumes the same currency throughout: €30/month of genuine net reduction after the new subscription, retained hosting tools and operating costs. Internal time is valued at an assumed €50/hour; no vendor quote or measured migration time is implied.
| Illustrative migration effort | One-off time cost | Payback at €30/month net reduction | First 12 months, after time cost |
|---|---|---|---|
| 6 hours | €300 | 10 months | €60 ahead |
| 18 hours | €900 | 30 months | €540 behind |
Calculation: payback months = one-off cost ÷ net monthly reduction. First-year difference = 12 × €30 − one-off cost. If the reduction is zero or negative, there is no cost payback. Add any paid migration work and unavoidable overlap before deciding. Time reclaimed for better customer service can still justify a move, but estimate it separately rather than recording it as cash saved.
For an agency whose hosting is already managed elsewhere, assess PayRequest as a WHMCS billing alternative against those mandatory outcomes. For a host that needs every payment to provision a server, keep the full automation shortlist. The migration assessment is the next step only after that fit decision; importing customer records alone never proves payment authorization or module compatibility.
Shortlist by the responsibility you need to replace
| Option | Strongest reason to shortlist | Boundary to verify |
|---|---|---|
| PayRequest Business | Hosted client billing, subscriptions and customer self-service | Not a drop-in replacement for arbitrary WHMCS provisioning modules |
| Blesta | Hosting billing with provisioning and a client area | Exact panel, registrar and gateway modules; deployment ownership |
| HostBill | Hosting and infrastructure automation | Edition, included integrations, updates and support terms |
| Upmind | Managed hosting billing and automation | Supported services, import scope and current plan |
| FOSSBilling | Open-source hosting automation | Current release, modules, security maintenance and support capacity |
| Keep WHMCS | Existing modules already complete the business workflow | Cloud versus self-hosted compatibility and total operating cost |
These categories follow the official Blesta, HostBill, Upmind and FOSSBilling product descriptions. They are a shortlist, not compatibility certifications or a numerical ranking. PayRequest is hosted proprietary software; it does not meet an open-source requirement.
WHMCS also offers a managed Cloud option. Leaving WHMCS is therefore not the only way to stop maintaining a billing server. Check the Cloud module restrictions against your current integrations before switching. See WHMCS's current pricing and deployment options.
Fill in this billing and provisioning responsibility matrix
Use one named owner per task. The entries below show a proposed billing-only split, not a completed migration.
| Task | Proposed owner | Evidence needed before committing |
|---|---|---|
| Customer invoices and renewal dates | PayRequest billing | Amount, currency, tax, service period and next due date match |
| Automatic collection | Connected provider plus PayRequest | Eligible mandate and exactly one collection schedule |
| Client invoice access | PayRequest customer portal | Correct customer sees the right invoices and subscriptions |
| Create or change hosting account | Retained hosting system | Supported paid-order trigger or documented manual action |
| Suspend or restore service | Retained hosting system | Agreed failed-payment policy and service-state handling |
| Domain registration and renewal | Registrar integration or retained system | Supported integration and explicit ownership of expiry/renewal |
If the last three rows have no owner, a billing-only replacement is incomplete. Review PayRequest integrations and the WHMCS alternative page before deciding. A listed integration does not prove that every old module action is available.
Work out the monthly cost without inventing savings
This hypothetical agency has 40 clients paying €49 each month: 40 × €49 = €1,960 in standard successful payments. The calculation compares PayRequest platform charges only. It excludes tax, provider fees, commission payments and hosting operations.
| PayRequest plan | Calculation | Monthly platform amount |
|---|---|---|
| Free | €0 + 40 × (€49 × 2%) | €39.20 |
| Premium | €5 + 0% standard platform fee while active | €5 |
| Business | €20 + 0% standard platform fee while active | €20 |
The cheapest line is not automatically the correct workflow. Free is limited to the entry payment-link and basic invoicing offer; Premium does not include the Business billing-agent automation. Select the feature set first. Provider fees remain payable on every plan, and commission payments retain their separate fee. Check current plan inclusions.
On 12 October 2026, WHMCS listed self-hosted Plus at $34.95/month for up to 250 active clients and Cloud Starter at $9.99/month for up to 25 clients, with $0.40 per additional client. For this 40-client example, that Cloud license calculation is $9.99 + 15 × $0.40 = $15.99/month, excluding tax. Those are USD prices, not euro equivalents. Confirm package terms and modules rather than comparing currency symbols as if they were equal.
Use this formula in one chosen currency: monthly operating cost = license + infrastructure + paid modules/support + provider/platform fees + maintenance hours × your own hourly cost. For switching, add migration and retraining separately. If a hypothetical move costs €480 and your own verified recurring saving is €20/month, break-even is 24 months. At €40/month it is 12 months. These are sensitivity examples, not observed customer savings or a claim that PayRequest saves those amounts.
Decide whether the migration is worth doing
An importer moves supported records, not every module, mandate, password or service action. PayRequest's migration assessment is the place to check scope. Do not assume a WHMCS database export grants permission to charge a card through a new integration.
Before committing, require a pilot that answers three commercial questions:
- Can the customer retrieve the correct billing record and understand their renewal?
- Does the first new renewal produce one invoice and one authorized collection, with no duplicate old-system collection?
- Can the service still be provisioned, renewed, suspended or canceled by its assigned owner?
Preserve historical invoices, unresolved balances and credits. Agree the last old-system charge and first new-system renewal. If a provider mandate cannot be reused, budget for customer reauthorization. Our WHMCS migration checklist covers the handover; this article helps decide whether to begin it.
When PayRequest is the practical choice
PayRequest fits service businesses moving the billing layer rather than rebuilding a hosting platform. Business costs €20/month and includes billing automation alongside invoicing, subscriptions and customer management. Supported subscription self-service depends on product configuration; automatic collections require an eligible provider authorization.
Start with one representative service and a small pilot group. Create a Business account, complete setup and the paid checkout, then confirm the required workflow before moving live renewals. Selecting Business at registration does not activate paid access.
